Poor Hi-visibility Product

I bought this for bicycle commuting to cover my Osprey Kestrel 32. I was looking for a bright color to give my back more visibility in twilight, and I wanted a strong reflective element for the dark. This cover, IMO, doesn't accomplish either of those things. First, the color is much less bright than I expected; my cycling jerseys are brighter than this cover. Second, the reflective logo is not big/thick enough to reflect much light. Third, the cover doesn't fit well. I called Osprey to ask for advice, they recommended size small, and it fits like a wind sail. I'm probably going to end up sticking some 3m reflective tape to the cover that came with my pack.
I want to put this on my Camelback Pit Boss 1800cu in. What are the dimensions of the cover? My backpack is about 26" tall. Thanks
Kris, the Small Hi Vis raincover workes with packs from 1220-2135 cubic inches. It will be perfect for what you describe.
