At 22" my head was at the top of the size range for size Small, but upon trying it on it was way too large. Even with cranking the adjuster as small as it would go the helmet still moved around a lot, wouldn't have been sufficient head protection.

OK budget starter helmet

I thought I had the helmet on well. It needs to be on REALLY well to do the job. Tight back, tight chin. TIGHT. Mine slipped a bit when I flipped over SliceNDice in the Ocoee and I got sliced and diced. I've since switched to a helmet that has a visor to give a little more protection without having to go full face except for the big stuff. It's an ok helmet
