Waist does not stretch

Familiarity:
I returned this product before using it
Size Bought:
xs
Height:
5' 4"
Weight:
115

I have narrow hips - 34" and can NOT get these over my hips. The waist band in the picture stretches maybe an inch more. I'm well within the size range for this - 33.5-36". If it had a zipper it would be fine - its definitely a design flaw.
