I bought a black one for me and a blue one for my mom and it fits me justs as I imagined, my mom is super happy as well. It is perfect for bad weather conditions without lossing your style. The only one thing that I don't love about this jacket is the fact that you can't take off the belt but I can live with it.
Am I gathering correctly from the photo that the lining is only on the bottom in the front? What is the rest of the jacket like? Is it a bare coating? I've had the interior coating on a TNF shell flake off and have been wary of unlined rain jackets ever since.

No, they run small, esp in hips. I am a size 20 and 5' 9" but had to order a 3x in the plus version. 2x almost made it for me (too tight on hips, arms too short) but maybe that would be the size for you.

This is a rain jacket that has no insulation. I would suggest you look into some down fill insulated jackets for the cold temperatures you experience during the winter in Illinois.

Seeing as you are right in-between sizes you could safely go either way depending on if you like a snug sleeker fit or a loose relaxed fit. Personally, especially with this style of jacket I tend to size up.

Its really had to judge with only your height and weight since a lot of different body types carry weight differently. If you could include your bust measurement so that we could better compare your specs against the size chart then we might really be able to narrow down your size. I am however a gambling man and based on the limited info we have I would be you are about a womens size 8 which would put you in a medium.

This jacket isn't very thick, more of an outer rain jacket shell, you could definitely layer underneath and would want to for colder weather.
