Not quite falling into the category of pannier or backpack, the Blackburn Outpost Seat Pack & Dry Bag sits in a class of its own, relying on a functional seatpost-mount design that includes a waterproof dry bag to keep your bikepacking or commuting essentials safe from the elements. Daisy chain loops along the outside of the bag help you corral extra lights and other gear while the entire design sits cleanly below your saddle and out of the way of your frame. Please note that the Outpost Seat Pack is not recommended for use with carbon seatposts.

Horrendous

I've used it once or twice and have initial impressions

It is immediately clear that this was designed by the same people who give you 8 rubber spacers and a flimsy piece of plastic as a mount for your bike light. Incredibly annoying to try and put on your bike. None of the straps are long enough if you have the bag really full. The bag is only attached to the "mount" by a single piece of velcro. You need to clamp two pieces of aluminum together on your saddle rails in order to put the mount on, but if your saddle has any setback,the clamp will not be flat on the rails, and seems as though it could easily damage any rails, even if they're not carbon. Don't buy this.

Pretty great

I bought this bag a few months ago and used it for a 4 day mountain bike trip. Our group did 25-45 miles of single track each day (maah daah hey trail was awesome). I kept all my clothes and sleeping gear in here and had no problem with space. I really liked being able to take out the dry bag both for packing and also setting up camp. It did make things just a bit easier. Only complaints were that the bag did swing quite a bit. It was less annoying than I would have expected. NOTE to shorter riders this bag does not have anything firm on the bottom and did bulge out a bit. I am pretty tall and run a tall seat so had no tire drag issues but others may struggle with this. Overall I really liked the bag and would recommend to anyone trying out bike packing.
