If the gate agent opened the zipper all the way- they would absolutely see three boards. The so-called false floor is just an extra layer that doesn't cover the tip of the third board. A great three-board bag on its own- no reason to slap some marketing gimmick onto it. In terms of quality, padding, # of pockets, it's great. I returned it for the cheaper Rhino Double travel bag.
Great Surfboard bag

This is a great board bag that is durable and very protective. The only down side is that it does not completely open up on earthier end making it just a little difficult to access and pack. That being said I bought this bag so I can sneak an extra board onto Jet blue flights which charge $50.00 per board. Also Delta flights allow a maximum of 2 boards per bag, and this helps me sneak a third when necessary.
