Sizing has changed

I ordered these in a large to replace a medium from a prior season that my 10 yr old daughter has grown out of. These are even tighter that the previous pair, and when I held them together they looked to be the same size. I don't know if we just got a bad pair or the sizing has really changed that much. I guess we'll return and try an XL and see if that works. I should note we did not have the same problem with the top - the L is clearly bigger than the M.
