Baggy below the knee

I had high hopes for these base layer tights, because Helly Hansen is a great brand, but these tights were extremely baggy in the shin and ankle area, and as such I cannot use them for cold weather, so have to return them. They fit fine in the waist and hips, so the baggy lower leg is disappointing.
