Leg band a little tight

Unfortunately I lost my favorite chamois, so I'm stuck using this one, which was formerly my backup.
It gets the job done, but the elastic in the leg opening is not very stretchy and cuts in to my thigh.
However, I do like the shorter length, as they are disguised under regular shorts.
I'm usually a size 2, or 26 in pants.

Are these a practical choice for someone who is short-waisted? I have a wonderful Novara cycling skirt that I love, only issue I have is that it comes up to my armpits! Okay, slight exaggeration, but my armpits and natural waist are not too far from each other. Anyone with any knowledge on this subject? P.s. I am 5 foot 6 inches and weigh 120 lbs. the Novara skirt to which I refer is a size small.
