The fabric is completely waterproof. The only way water is getting in is by slipping around the top-flap, defying gravity and at least three laws of physics. It could happen, but not likely.

Are the dimensions listed the inside dimensions? I have a beefy workstation laptop that measures 17" x 13" x 2.5" (thick end). It sounds like this would work if those are the inner dimensions...

With room for books and folders. Clothes depends on type, but compact clothes should be no problem. Also it depends on how many books and folders you throw in there first.
