3.5 is a UK size. Or a US size 4.5, or a 22.5/23 mondopoint. In other words, a really small size.

Take a look at the Dalbello Proton series. Instep is fairly roomy.
Diablo Race Pro is not high in the instep, and neither are any race type boots.

Diablo Race Pro 110 Ski Boot - Men's

I have narrow feet and this boot fits like a glove. It took some breaking in before it felt 100%, but now its more responsive than any boot I've ever had. Not too stiff for all mountain performance. Custom foot beds help a bunch.
