The waterproof breathable Sugoi Women's HydroLite Jacket has you covered when you run or ride in the rain. This super lightweight jacket has a front zipper for venting and easy on and off. Underarm perforation ensures you don't sweat to death, and a long tail prevents you from getting a muddy rear. In low light, 3M Scotchlite reflective material lets motorists know you're there.

As breathable as a PVC jacket

I bought the men's version of this jacket, because I thought it would be more breathable than my PI jacket with a membrane fabric ("OxB"). It's not! This material does not breathe at all. It is waterproof, but you get wet from the inside out really fast. Save your money and buy a $20 vinyl or polyurethane jacket. BTW, there is no such thing as a waterproof "breathable" membrane for cycling - none of them transmit water vapor fast enough to keep you dry during prolonged aerobic efforts like cycling. You have to have ventilation. I'm waiting for a good eVent cycling jacket to come out - maybe that will work better.

Nope. The Mountain Hardwear Epic and Marmot Tamarack are both quality hooded jackets though, and on either side of this price range.
