I've used one of these cases for a couple of years. Typically, I keep my (small) camera in it. It's gone in the river a couple of times (and gone through several heavy rainstorms) without serious leakage. Occasionally, a couple of drops of water get in, but this is usually when I don't do a good job wiping sand/dirt off of the seal before closing it. It is lined with rubber, but to keep my camera from bouncing around I've had to add some styrofoam or bubble wrap on the inside. If I knew that I was going to be suffering continuous dunking, I'm not sure how much I'd trust it, but for adequate protection from occasional waves or storms it seems to work just fine.
