To my shoulders it is so cold! (only -5'C)

I have non professional parka (Colins). I try to find professional and warm, waterproof, down does not slip on shoulders..
I stop at Canada Goose. And buy Nomad.
But now I've test it in slow cold weather. And... I have my shoulders in cold!
Waterproof - yes! 5*****
Warm (except for shoulders) - yes 5*****
Professional, good materials - yes 5*****
But, if I've use Nomad in total assemblage (inner + outer) I have my shoulders in cold!!! In only -5'C.
Is it item cost 610$??
My wife have finnish more cheaply parka. And she have not shoulders in cold!!!
