2 questions... How long is this tankini top (will it cover my stomach at all costs)? And, how low is the v-neck (will it cover cleavage)? :)

This will cover your whole stomach (unless you have a really long torso, then maybe not). I would not call the v-neck low by bathing suit standards, but that's very much a matter of personal opinion.
