can it track two user's workouts? Also, does Suunto charge for the tracking workouts on computer?

This does have the capability to pair 2 different belts to the watch. Sorry for the mis-info on the earlier answer. just discovered this on my last run. The T6 includes software to track workouts, or the Suunto community page is free.
