Actually, the Gore-tex performs very well when it's not raining. When the humidity level is close to 100%, there's no possible exchange between inside of the shoe and outside, because the air is saturated in water. However, the Gore tex membrane works well with grass dew or small puddles

They're not bad at all for gore-tex shoes. You definitely notice a difference but I would say to put it into a percentage they'd be maybe 25-30% less breathable.
