My brother bought me these for Christmas, and I'm learning how to use them. Which way should the little rubber "booties" point? And how does one know how to set the length? Should arms be raised or down?

By rubber booties you mean the baskets =) they should be cupped downward to catch the snow, not sure if this is a correct method but an easy and fast way is to flip the poles over wrap hand under the baskets or rubber booties ;)and with arms out and elbows by side adjust poles to a straight even line across.
