Which Capilene (1, 2, 3, 4?) would be best for hiking in high 30's to mid 50's temps? And what, if anything, would you wear over it?

Yes, capilene 3 would be good as long as you are moving.

Capilene 3 might suit you best. At the upper range of the temps you gave, Capilene 4 could be a bit more than you need. In terms of layering over it, maybe a midweight pullover or lightweight jacket/softshell. Once you're moving you may find that the capilene is sufficient on its own. Its really up to you
