I have rather small calves. Typically boots are too big around at the top for me. Do you think these boots would work for me?

Yes. I have small calves, too, and there is some elasticity around the top. I wear with Smartwool knee-high socks and didn't get any snow in the top even when I filled the birdfeeder in 2-1/2 feet deep snow.
