Are these really "waterproof" or the same material...

Are these really "waterproof" or the same material as the rain covers in the Mountainsmith Lumbar Packs? If so, why no lumbar pack sized covers? Fed up pre-guessing the weather and packing the contents of my Cairn 2 in poly bags to keep out the British rain.
