Do the legs, since they don't strap, stretch when you whip that results "falling out" feeling, or do they somehow lock in place?

I'm not entirely sure what you're talking about, but the leg loops are attached with normal webbing, and they're not adjustable. They don't stretch at all, nor do they lock. If that helps, great, otherwise clarify maybe?Louis may be confused where the "Tech Specs" say "elastic legs."The elastic only holds the leg band snug around the leg. Webbing holds the leg loops to the waist band. You can see the elastic in the photo, just below the webbing.
