I need to know sizes in a metric system. I want to send three pairs to my grand children in Mexico. They wear sizes: 21, 19 and 18. Can you help?

According to TNF's size chart: a 21 is a U.S. 2.5 a 19 is a size is size 13 U.S. and 18 is about a size 12.
