The measurements between the short and long are actually a little different. The manufacturer's website has a measurement chart at http://shop.hoodlamb.com/img/sizecharts/LO_GARMENT10.jpg. The measurements are across the flat garment, so I'd double them to get the measurement around and then add a few inches to your body measurements to leave room for things like clothes and breathing.
