What are those dimensions? Are they for the M-L size? I am presuming they are the S-M size measurements...?

Yes it does, well, it has a zipper at the bottom of the pack with no divider between the bag storage area and the upper part of the pack,NF Terra has the same set up but with the divider which should have been a part of this packs design.
