I am looking for a shirt/pullover for running in 20 - 40 F weather, I was looking at the North Face Impulse 1/4 zip - any other suggestions? I am looking for tights as well (Mens).

TNF isn't a bad choice but I've had much better luck with the "long sleeve Merino zip tee" and the "Prime Angelo long sleeve top" both from Backcountry. Usually I steer clear of product made by the company but these guys have it down to a science. They're both really top quality performance shirts for whatever type of work you're doing.
