Would these be warm enough for running in 30-ish degree weather? Do they resist wind at all, or are they intended solely as an underlayer?

I wouldn't opt for these tights to keep you super warm. If you like the look and muscle support of the CW-X, opt for the CW-X Insulator Stabilyx Tight instead. Another option is the Sugoi MidZero Tight. For super cold days (colder than 30* F) go for the Pearl Izumi AmFib.
