They run a little large, I wear a 6.5, I got a 7 and they fit great. If you have a large calf it may be a little difficult to pull up, and you many not get to put pants inside boot.

I would get the 10 for eight reasons. Three, you don't want to be to small. Better than a little small. And five, assuming you'll be wearing these in weather, since that what made for, you would probably be thicker as well. The 5 size bump to the 13's accomodate this.
