I want to wear this as an outer shell over three other layers while biking in MN in the winter. My chest measures 37 inches. Should I order a small or a medium?

I'd go with a medium. The small fits chests 36-38" and the medium 39-41". Unless your layers are paper thin, you'll need a medium.
