Will this keep someone, who is small in stature and gets cold fairly easy, warm?I go winter camping and skiing and I need a warm coat will this work?

I think it will. You'd probably have to layer well. Otherwise, check out Land's End....though the styles may not be so stylish, they do have a temperature rating assigned to specific outerwear jackets as low as minus 5 degrees.
