I'm looking at this helmet for my son for his birthday, his head circumference is 23", what size should I buy? He has a pair of Spy Apollo goggles, will these work with this helmet?

If he's right at 23", get him a Medium. Any bigger than 23 1/4", go Large. The goggles will work - they're helmet compatible.
