Would you need a layer on top of this jacket skiing? I live in PA so it doesn't get too cold just teens or twenties so could I just wear the soft shell and be okay or should I pick up a hard shell too?

the welder lo softshell has a fleece lining so it is warm, but the powershield material does allow air to permeate (93% windproof). if you are skiing inbounds, then you generate less heat than hiking or touring, and may need a layer under, or a layer over.

For casual use you should be fine without a hard shell. Keep in mind that although this jacket is weather resistant, it is neither wind nor water proof. For this reason in heavy winds a hard shell will be necessary to cut out windchill, and during extended rains a hard shell will be necessary to stay dry. However Polartec, and Stoic, make excellent weather resistant textiles / apparel. For this reason when using it in more casual activities you should be fine.
