Should I order one size larger than my Tech shell? Or does the size take in count layering and your shell? Thanks.

I wear a large jacket and a large vest fits great. They have definitely taken into account it will be worn over layers. The side adjustments work great to keep things fitting properly as you add or take away layers depending on the conditions. Hope that helps.
