If i bought this jacket in a small ( im 5' 7", 145 pounds) and wanted to buy the burton 2lcyclic jacket to wear as a shell, what size should i get? would a small fit over the down jacket or would it be to tight??

Devon, Thanks for your question, while your approach may work, I would let you know that this is not a layering jacket. The Peak Performance BL Down Jacket is a stand alone, expedition worthy jacket. Backcountry.com has several other down jacket options that would layer much better under a shell than this would. Take the Patagonia Ultra Light Down Series for instance.
