Hi! I moved to the Chicago area a few months ago and am looking for something to keep the rain and (eventually) snow out on bike rides through the city, and this jacket seems to have shining reviews. So! What would best fit one who is 5"10 at 145-150lbs. and who plans to layer in the winter? I am thinking a medium, but alas, I have no tape to measure my chest and all that. Any help would be greatly appreciated.

I would definitely suggest that you get a medium as well. We are almost the exact same build, I'm 5'10 145ish and I bought a small and I have to say that it fits pretty snug and doesn't leave much room for layering purposes.

Medium if you plan to layer. The small would be snug (and maybe short) at your size and you would swim in a large.
