I took my Kestrel 38 on an 8 mile walk and it rained the whole time. The contents stayed perfectly dry. The cover worked great. Mind you, as with all pack COVERS (versus waterproof packs), a heavy enough downpoor will run down YOUR back, and get that side of the pack a bit wet.

The bag comes with a rain cover for a quick and easy solution to rain. I haven't had any problems with my Kestral 48, then again I've only experienced more steady rain. Dry bags always help though!
