How does this compare to Penguin's Sport-Wash? There are claims that it's just as good if not better than Nikwax tech wash.

I have used both, in the end its all about the washing machine, cycle settings, extra rinse, etc... I haven't found many differences between tech soaps, but have in types of DWR replenisher... Stay away from the spray on style for jackets...
