Aaron, I work in the western suburbs and use a similar jacket (not TNF) for the winter and can honestly say, you will get your moneys worth with this jacket. The stowable hood and powder skirt help to keep Chicago winds off your head and from blowing up the bottom of the coat. Use the inner jacket for those random spring like days that pop up in February, then trade it for the outer shell when the cold rains hit in April. TNF makes good stuff, plus its on sale.
