since i wear a size thirteen shoe do i need a bigger sized boot

Stay with your street size shoe. Sizing up isn't a good idea since this, or any other boot liner could potentially pack out up to about 1/2 size. Wiggle room for toes is ideal but the last thing you want is EXTRA room beyond your toes.
