Is the small really made for chest sizes only up to 31"? I'm wondering if my 33" chest would fit into a small like it usually does or if I should order a size up?

I measure 36" (all back and small breasts) and the large fits me perfectly. The MontBell UL Down Inner Parka seems to run smaller than the last Montbell UL Parka I purchased. You also need to consider what you might be wearing underneath the parka and how much room that will take up. Also measure your arm length - I hate sleeves that are too short. My tendency would be to order a medium given your stats.
