If I can get a great deal on this, would this work well enough as far as breathability for active summer activity such as road biking, or is Pro Shell the wrong material for use like this. I'm looking for a jacket I can use in the summer for biking and hiking, but also a good shell for layering when it gets colder.

It will definitely work as a good shell layer. It doesn't breath as well as other materials or a 1-2L coat, but the venting options are very nice on it to keep you cool. I use it as my primary alpine climbing/skiing jacket all year round, and while a little warm in the summer, it keeps me dry.

This is a great jacket....but it is better suited for ski touring, ski mountaineering,mountaineering,cold wet and snowy Alpine environments.... I live in the wet,rainy coast of British Columbia, so I do on occasion use this jacket for very wet bike commutes...
