Is this bag still small enough to bring on board an airplane? If it is full, will it fit in the overhead compartment?

Yes. I travel frequently for work and I take this as my primary carry-on most trips.

According to Oakley the dimensions are 14" H x 20" W x 8" D which are inside the generally allowable 14x22x9 requirements. Some smaller planes have different requirements but you should be fine 99% of the time.
