Does the jacket have cuffs that are close to the wrist to keep out air and snow? Also, it was previously stated that this is not a jacket to wear in the rain, however, how is it in snow for being waterproof?

Erin, it has a DWR finish which means it will repel light moisture and snow flakes but would not work in a steady rain.
