i have a size 9 boot and was wondering if thats too big for a youth board size 143cm?

hey, yes that would be a bit to big. You would have a bit of over hang on both heel and toe side edge. You would need to go with an adult board. If you wanted to stick with a White board, you would actually fit an adult board boot wise fine. White wears a size 9 boot.
