Medium works fine as a carry on, even end in. Fits in the overhead rack nicely, especially if it's slightly compressible.

I have a medium and use it for a carry-on all the time - just don't fill it all the way and you're fine. FWIW, I use it for ski trips - I keep my boots + 2 days of base layers/gloves/pants with plenty of room to keep to carry on size restrictions.

I'd go with the small for carry-on. The dimensions I've always seen for carry-on are 22" x 14" x 9" or 45" in total dimensions. So the Small would fit great but the medium would be a bit too big.
