I have a 97 subaru legacy outback with the factory roof rack....

I have a 97 subaru legacy outback with the factory roof rack. I mounted my thule snowboard racks but want to get a fairing for it. can I install one on the factory racks without having towers on it?

you can put in on a factory roof rack. You have to get different adaptors to match your cars bars. the only thing that secures the fairing is a screw and a wingnut. you can get adaptors probably from any hardware store

The Thule system mounts to their load bars only. Unfortunatly you'll need to get a complete system to get a thule fairing.
