I'm 5'10" and have a muscular build. Is the regular size safe for me or do I need the long? Older models said regular was up to 5'10" and now they say 6', so that adds to my confusion.

Im 5'11 and muscular build as well-- and I have several Montbell bags in REG. At first they fill tight, but they will "fit" you perfectly within 1 or 2 uses. Best bags on the market-- Montbells sinthetic fill is toasty. -- I prefer it to 800 down actually. much more durable and def the lightest for sinthetics.

I would go for the regular. I'm guessing they probably added the 2 inches from the older models to better fit the average person. With the long being 6'6" it would be way too long and have too much foot space so you'd have to shove some clothing or something in the bottom to take up that extra space in colder weather. The regular should be the perfect size for you.
