Are these pants designed to fit over the pants you are wearing when it rains, or do they replace the ones you would be wearing?

Yes, they are. I wear them at work constantly over both slacks and shorts and based on your waist size they can cover any utility items on your belt as well. Great windbreaker when you are wearing shorts and wished you had a pair of slacks!!! In this pic, I am wearing them along with the Columbia light shell jacket on a fishing trip this past Nov. Temps were in the twentys two hours off the coast of FL and the seas were above twenty Feet.I am wearing only jeans and a sweatshirt/Tee shirt underneath and after an eight hour trip on the rail,I am pretty dry in this shot! Their great!!!

You could go either way. The elastic waistband makes it easy to slip on over an existing pair of pants, but they could be worn alone if you know you will not be taking them on or off during your adventure
