Can this back be airline carry-on? I know the height is over the limit, but overall dimension can make up for the height. I've talked to REI guys and they recommended a backpack that's 46L so I'm hoping this can be airline carry-on too. Any ideas out there?

I have the 08 version of this bag the Terra 40, and use it as a carry on for short trips. Easily fits in the overhead and passes the TSA scutiny. Also see alot of the TNF solaris used as well.

Yeah dude, this can definitely carry on. People take massive suitcases as carry on, so feel free to be one of those guys. It's kind of fun actually. I took a 70L pack on board as carry on and they were fine with it. 45L is definitely small enough.
