Can anyone compare this to the Stoic Welder Hi Softshell?
looking for which is warmer, ability to layer underneath, waterproof and windproof, functionality of the hood, and ability to keep out snow since there is no powder skirt on either?

Hey man, this should be warmer by a fair amount than the Welder Hi. The 100g of Cirrus insulation is significantly warmer than 300 weight fleece, which is what I believe the Welder Hi is lined with. As for layering, this will be easier to layer under because of the polyester lining as opposed to high loft fleece of the Hi. Both hoods are helmet compatible but adjustable, and both jackets are highly wind resistant. I don't ski so I can't speak to the ability to keep out snow.
